1981年12月13日,全国人大五届四次会议一致通过了《关于开展全民义务植树运动的决议》。这是继1979年全国人大常委会确定我国植树节之后,新中国成立以来,国家最高权力机关对绿化祖国所作出的第一个重大决议。
On December 13, 1981, the Fourth Plenary Session of the Fifth National People’s Congress unanimously passed the Resolution on Carrying out the People’s Volunteer Tree-planting Campaign. This is the first major resolution that has been made by the supreme organ of state on greening the motherland since the People’s Congress Standing Committee established the Arbor Day in 1979 and the founding of New China.
