在今年上海张江高新技术产业开发区第一次领导小组会议上。韩正市长说,当前要形成合力在五个方面全力突破。首先是股权激励,突破这个重要环节,将最大程度地释放示范区企业特别是国有企业的生产力。其次是人才集聚,上海已经出台各种吸引人才的政策,这些政策首先要在张江国家自主创新示范区试点和推开。与此同时,要加强财税支持、金融服务、管理创新。
