重庆市退休工程师协会(以下简称协会)和重庆市农业现代化顾问组(以下简称顾问组)是重庆市政协、民主党派和所联系的人士中的一些老年和退休的专家、教授出于为四化建设作出贡献的热情而自愿建立起来的。1979年底,第四届省政协委员、退休高级农艺师陈显钦提出一个“人才回收”的倡议,一批自愿为四化建设贡献“余热”的退休科技工作者很快组织起来成立了“重庆市退休工程师协会”。目前这个协会已有415名会员,52个专业,设立了土建、机械、化工、电工、矿冶、农业等专业组和咨询服务部。会员大都是三十、四十年代的大专毕业生、留学生,具有长期工作的丰富经验,是一支综合性的科技队伍。顾问组成立于1980年3月,当时在全国关于农业现代化问题大讨论的形势下,重庆市政协副主席、西南农学院副院长蒋书楠和民盟重庆市委委员叶谦吉等几位老教授抱着“拿出余力,为农业
