According to the statistics, by the end of 1999, only 21 Chinese-foreign joint retail commercial enterprises had been formally approved by the Chinese government. However, nearly 300 foreign-funded commercial enterprises have entered China. The violation is not limited to Carrefour. For foreign-funded enterprises that entered the market illegally, in November 2000 and August 2001, the State Council issued two more bans. The list needs to be rectified.
