In general, Panama welcomes foreign investment and does not discriminate against foreign investors. In order to attract foreign investors to set up manufacturing industries in Pakistan, the preferential tax structure and generous incentives have been formulated. Because of the dependency of the Panamanian economy on international business and financial groups, both official (government) and unofficial (private-sector) businesses tend to favor preferential treatment of foreign investment and foreign trade. After the United States signed a bilateral investment agreement with Panama in 1982, it further strengthened the tendency of foreign investors to invest actively. The agreement calls for the establishment of a long-term basis for foreign investment.
