2005年12月,由中国安全生产科学研究院院院长刘铁民和国家安全生产监督管理总局机关党委书记田淮俊等10人组成的考察团,赴美国考察重大事故灾难应急管理工作。访美期间,考察团访问了美国联邦应急管理局第9区等应急管理部门和技术支持机构,对美国重大事故灾害应急管理的有关法律、组织体系、运行机制、应急预案编制和技术支持保障等方面进行了较为深入的调研。
