With the development of market economy and the continuous development of natural resources, the scope of environmental pollution in our country is more and more widespread and deeper and the number of disputes over environmental pollution is increasing. The generalized, non-governmental and pollution-prone areas are characterized by an all-round development of the polluted environment. Most of the polluted areas are polluted by groups, and pollutions are difficult to handle. They not only endanger the healthy development of a market economy, but also directly affect the stability and unity of the society. At present, there is a serious incompatibility between the ways and means of handling environmental pollution disputes and the actual needs: First, while developing the economy, local governments ignore the environmental problems caused by economic development and environmental pollution disputes.
