盐作为准公共用品,作为生产生活必备物资,无论从增加国家收入或是从维护国家安全角度出发,历代的盐业专营都有其合理合法的依据。春秋至今2500多年来的盐业发展史,其实就是一部食盐专营管理史,也更是一部盐法变迁史。境随时迁,盐业管理体制的弊端暴露无疑,与时俱进时代号召昭示着我们要适时的改革才能促发展,要改革才能有创新。与国际接轨更是要求我们建立以市场为主导的盐业管理体制,政企分开,政府职能明确的市场体制才是促进盐业发展和繁荣的首选。
