一、整顿行政性公司是改革的重要环节我国的行政性公司是在产品经济模式下形成的,是高度集中的、以行政管理为主的体制的组成部分。它的主体,一是在1956年的社会主义改造时,在一些大城市建立的二级公司;二是在1978—1980年,各省市对企业按行业梳辫子、装口袋组成的二级公司;三是1982～1983年进行机构改革时,由一些行政性机构翻牌子,把厅、局、处变成“公司”。这些行政性公司,是为进行行政管理而设立的,是行政管理的一个层次,
I. Reorganizing administrative companies is an important part of reforms. Our administrative companies are formed under the product economic model and are part of a highly centralized administrative system. Its main body is the second-tier company established in some major cities during the socialist transformation in 1956; the second is the second-tier companies formed by enterprises in various provinces and cities in accordance with the industry in the period 1978-1980.
