趋势一:加强对流浪儿童救助保护政策法规研究在新的救助制度框架下,制定专门的流浪儿童救助保护的政策法规日趋重要和紧迫。2004年4月,国务委员周永康主持召开流浪乞讨人员救助管理工作协调会,明确要求民政部会同法制办抓紧做好相关立法调研和组织起草工作。根据有关领导指示精神和文件要求,民政部组织有关专家进行了流浪儿童救助管理工作
