央属大型建筑施工企业养老保险移交地方省级统筹后,医疗、工伤等保险也逐步纳入了属地统筹管理,而退休人员的管理服务仍由企业代管,使企业无法完全摆脱社会事务,也无法全身心投入生产经营。为此,笔者就央属大型建筑施工企业退休人员过渡到社会化管理面临的问题进行探讨,但愿对推进建立独立于企事业单位之外的完善的社会保障体系有所启示。
