传统政府对粮食安全的监管多是命令与控制的监管,采用诸如行政许可、行政检查、行政处罚等比较刚性的方式,而在实行市场经济、以市场为取向的今天,这种方式存在诸多不足,导致当前我国粮食安全监管存在诸多问题,严重阻碍了粮食安全目标的有效实现。在服务型政府的背景下,面对“监管失灵”的问题,我们期待监管方式的创新与转变。理想的监管方式应该是在传统控制性监管的基础上引入激励型监管和协商性监管,如行政指导、行政合同、行政奖励等柔性方式,刚柔并济,以确保粮食安全中长期战略计划的实现。
