一、災情: 我省自入春以來,大部縣份遭受旱災,尤其南部洮南、白城、開通、瞻榆等縣較為严重。入秋以後陰雨連綿,各河流水势猛漲部份縣份又遭水災,訥河、富裕較重,次則德都、泰安、肇源、齊市之農村區。其次又遭受風災、雹災、虫災最近的冻災,因此,我省今年農業收成大減。據統計全省遭旱災:有六十一區,五○七村二,三二八屯、八八、四九○戶,四三三、七六一人。災地收成在六成以下七四、八○八垧,三成以下一四○、六二八垧,棵粒不收六八、四三○垧計二八三、八六六垧。需救濟有一一、二七○戶
