80年代以来,我国林业系统利用世行贷款执行了4—5期林业项目,其中唯有国家造林项目(简称 NAP)首次实施科研推广项目,并积累了大量实践经验。通过对 NAP 科研推广管理样本的实证分析评价,探讨了科研推广管理运行的内在规律,以此为指导,提出现代管理模式,即以服务总体项目、提高科技含量为目标,按照科技生产产业化思路,设计具有市场经济机制、科学管理制度、一体化管理方式的特征,运用高新技术装备的高效、协调运转的系统模式。
Since the 1980s, China’s forestry system has implemented the 4-5 forestry projects with World Bank loans. Only the first national research project of NAP is implemented, and a great deal of practical experience has been accumulated. Through the empirical analysis and evaluation of the NAP scientific research promotion management sample, this paper probes into the inherent law of the scientific research extension management. Based on this, we put forward the modern management mode, that is to serve the overall project and improve the scientific and technological content as the goal, , Designed with the characteristics of a market economic mechanism, a scientific management system and an integrated management mode, and an efficient and coordinated system mode of using high and new technology and equipment.
