推进供给侧结构性改革,主攻方向是减少无效供给、扩大有效供给,增强供给结构对需求结构的适应性和灵活性,提高全要素生产率。为此,必须从生产端入手,促进过剩产能有效化解,促进产业优化重组,降低企业成本,发展战略性新兴产业和现代服务业,增加公共产品和服务供给。

Advancing the supply-side structural reform, with the main thrust of reducing ineffective supply, expanding effective supply, enhancing the adaptability and flexibility of the supply structure to the demand structure and increasing the total factor productivity. To this end, we must start from the production side to promote the effective elimination of excess capacity, promote industrial restructuring and reorganization, reduce business costs, develop strategic emerging industries and modern service industries, and increase the supply of public goods and services.
