天津市认真贯彻落实国务院《关于进一步做好盘活财政存量资金工作的通知》精神,市财政局结合本地实际,相继制发了《关于编报2015年农业综合开发存量资金土地治理项目计划的通知》、《关于天津市政府外债和再贷款债务清偿的方案》等6个操作性文件,在全市组织开展清理存量资金,盘活沉淀资金,扩充增量资金,促进稳增长、惠民生工作。2014年以来,盘活财政存量资金65亿元,投入重点项目75个,拉动经济增长1.2个百分点。
Tianjin conscientiously implemented the spirit of the Circular of the State Council on Further Doing a Good Job of Working Out for Financial Stock Funds, and the Municipal Finance Bureau, in light of local conditions, successively issued the Circular on Preparing Plans for Agricultural Comprehensive Development of Land-use Land Fund Management in 2015 , “Program on Solving the Debt Settlement of Tianjin Municipal Government’s Foreign Debt and Re-Loans” and other six operational documents. The Bank organized clean-up of stock funds in the whole city to activate deposit funds, expand incremental funds, promote steady growth and benefit people’s livelihood. Since 2014, a total of 6.5 billion yuan has been mobilized for the financial stock and 75 key projects have been invested, driving economic growth by 1.2 percentage points.
