《改革》1994年第3期发表胡舒立同志《“中策现象”:关于“引资改造”的解析与思考》一文,一时“中策现象”成了首都经济界最热点问题之一。 从1992年5月7日起,在短短的两年中,香港中策公司董事长黄鸿年斥资33亿人民币,把国内不同地区的百余家国有企业成批改建成35家中外合资公司,每家公司都由中策控股51％以上,黄鸿年旗下的“中策企业王国”正在大陆崛起。
Comrade Hu Shuli published in the third issue of the “Reform” in the third issue of “The China Policy Phenomenon”: An article on the “Analysis and Reflections on the Reform of Foreign Capital”. At one time, the “China Policy” became one of the hottest issues in the capital’s economy. From May 7th, 1992, in a short period of two years, Huang Hongnian, the chairman of Hong Kong China Strategic Corporation, spent RMB 3.3 billion to transform more than 100 state-owned enterprises in different parts of the country into 35 Sino-foreign joint venture companies. The company is controlled by more than 51% by China Strategic, and Huang Hongnian’s “China Business Enterprise Kingdom” is rising on the mainland.
