1991年江苏省沐阳县沂涛乡经济跌入最低谷。人均收入375元,财政收入也只有93万元,乡财政入不敷出,被列为江苏省最贫困乡。在邓小平同志南巡谈话精神鼓舞下,该乡财政所积极当好乡政府参谋助手,抓住省委工作队扶贫这一机遇,狠抓投入、征管、服务三个关键环节,发展生产,开辟财源,一举扭转了经济发展落后局面。1993年全乡工农业总产值达到1.14亿元,比1991年增长107%,乡财政收入470万元,是1991年的5倍。在1992、1993两年年终目际综合考评中均位居全县第一,1993年被淮阴市委命名为“明星乡镇”。
