政府与公众互动式的良好沟通 ,关系到公共问题的解决程度、政府权威的确认和公众对政府支持的程度。以杭州市市长公开电话为个案 ,用制度分析方法探讨该制度在实践过程中有效性治理的结构 ,认为它是转型期政府体制内有效制度缺乏下的制度补救 ,是一项改进型的制度安排。市长公开电话连结政府与市民 ,使政务公开与便民服务真正体现在实处 ,有较强的现实意义。当然 ,该制度也暴露出政府体制运行的固有缺陷。事实证明 ,许多公共问题的有效解决 ,最终有赖于政府体制改革、法制建设和各种社会制度的完善。
The good communication between the government and the public is related to the resolution of public issues, the confirmation of government authority and the degree of public support for the government. Taking the mayor of Hangzhou as an example, this paper investigates the structure of effective governance in the practice of the system by means of institutional analysis. It considers it an institutional remedy under the lack of effective systems in the transitional government and is an improved system arrangement. The mayor has a strong practical significance by publicly connecting the government and the public through open telephone so that the government affairs openness and convenience services are truly reflected in the real situation. Of course, the system also reveals the inherent shortcomings of the government system. Facts have proved that the effective solution to many public issues ultimately depends on the reform of the government system, the building of the legal system and the perfection of various social systems.
