State Councilor Chen Junsheng explicitly stated the tasks and objectives of treating Huaihe and Taizhi in his speech to the Third Working Conference of Huaizhi Tai on January 7 this year. He called on the people’s governments at all levels and the various departments of the central government of the two basins to have a unified understanding and unity. Steps and actions were unanimously decided to complete the completion of the “8th Five-Year Plan” period defined by the Huai Zhi Tai Conference of the State Council in 1991. The “Ninth Five-Year Plan” period was basically completed; the basic tasks completed during the “Eighth Five-Year Plan” period were basically completed.
