Since January 1994, China’s foreign exchange reforms and fiscal and tax reforms have progressed smoothly and have been relatively successful. However, these achievements have also made bank reforms and corporate reforms lag behind and have become major obstacles to the entire reform process. In order to try to solve some of the issues that Chinese economic policy makers are most concerned about, we have put forward some proposals for the financial restructuring of banks and enterprises that can be implemented at this stage. First, we propose a solution that can handle the balance sheet of a commercial (professional) bank.
