黑龙江省载货类汽车超限运输现象非常普遍,现行的车辆通行费未能合理体现车辆对收费公路的磨损影响与其应缴通行费之间的关系,实行计重收费势在必行。计重收费能够优化运力结构,体现多载多交、少载少交的公平合理的收费原则。但在执行过程中存在车辆逃费、易引起收费计价矛盾、收费现场管理力量薄弱等问题。应加强收费管理,严厉打击各种抗、逃费行为,广泛宣传,合理引导,使黑龙江省的高速公路事业健康发展。
Heilongjiang Province, overloading vehicles transport overloaded phenomenon is very common, the current vehicle toll failed to properly reflect the impact of vehicles on the toll road wear and tear due to the relationship between the toll fees, the implementation of weight charges is imperative. Weight charges can optimize the capacity structure, reflecting the principle of fair and reasonable charging with more load and less load with less pay. However, there are problems such as vehicle fleeing in the implementation process, the inconsistency in charging pricing and the weak management fee collection site. Charge management should be strengthened and all kinds of anti-flee fees should be cracked down. Wide publicity and reasonable guidance should be made so that the cause of the expressway in Heilongjiang Province can develop healthily.
