On September 16, the Fourth Plenary Session of the 16th CPC Central Committee will be held in Beijing. This is an important meeting at an important juncture. The decision made at this meeting is very rich in connotation. It comprehensively expounded our party’s governing concept, governing foundation, governing strategy, governing system, governing style, governing resources and governing environment. There are several notable observation points : I. The decision of this plenary meeting is another important result of the party in theoretical innovation. The innovation of theory is exactly what should be done in the overall strengthening of governing capability.
