陕西省西乡县沙河镇青岩村位于西乡、城固、洋县三县交界处,属低山丘陵区,森林资源丰富,林业在村民生产生活中的位置十分重要。在集体林权制度改革中,村党支部、村委会认识到,林改要成功,必须确保“人人有山、户户有林”。那么,如何在林改中确保农户拥有平等的林地承包经营权呢?青岩村是这样做的。
Qingyan Village, Shahe Town, Xixiang County, Shaanxi Province is located in the junction of Xixiang, Chenggu and Yangxian counties. It belongs to hilly area. It is rich in forest resources and the position of forestry in villagers’ production and life is very important. In the reform of the collective forest tenure system, the village party branch and village committees have realized that if the forest reform is to succeed, it must ensure that “everyone has mountains and every household has forests.” So, how to ensure that farmers in the forest reform have the right to contractual management of the right to do? Qingyan Village is doing so.
