1982年以来,设备管理现代化问题的探讨正在逐步深入。本文拟就设备管理现代化体系中重要内容之一的管理思想现代化问题谈点看法,以期引起讨论。 大家知道,管理活动是人所进行的社会性活动,它首先受到管理思想的支配。不同的管理思想产生不同的管理活动。那么,现代管理理论中的管理思想应该是什么呢?有人说是经济效益观念,质量观念,市场竞争观念,信息观念,人才和时间观念等等。诚然,这些都是现代化管理思想中的重要组成部分,但作为设备管理现代化的总体指导思想,笔者认为还是:以人为中心的思想,系统思想,以及应用现代科技成果必须符合我国国情、具有中国特色的思想。 一、以人为中心的思想 这一思想在企业设备管理现代化中主要体现在以下两个方面。 1.充分发动群众,重视调动和激励人的积极性和创造性。现代管理理论认为,只有充分发挥人的创造性,才能摆脱传统的束缚,开创新的未来,有所发现,有所发明,给企业带来新的活力和竞争力;群众的力量是取之不尽的,可以创造出许多奇迹;管理者的责任,就是要创造激发人的积极性和创造性的客观环境。因此,一切管理活动,例如规章、制度、措施、办法等都要充分体现这一精神。在这一方面,如《设备管理条例》中规定的专管与群管相结合;企业创造的专管成线,群管成网;民?
