下岗职工生活保障,是在劳动力市场不完善、社会保障体系不健全的情况下采取的一种过渡性措施。根本措施是把对下岗职工的管理从企业中分离出来,实现下岗职工基本生活保障制度向失业保险制度的转变,实行社会化管理。目前,有两方面的工作需要抓紧办理:一方面下岗职工基本生活费要予以保障,另一方面,企业再就业服务中心要努力实现下岗职工再就业,基本做到只出不进,尽快实现下岗职工生活保障与失业保险的并轨。当然,实现并轨,还需要一定的前提条件。当务之急应做好以下三个方面的工作: 一、提高劳动者素质。职业技能是职工找饭碗、保饭碗的本钱,是企业提高市场竞争能力的手段,是国家提高综合国力的措施。加强职工技能培训,是国家、企业、职工
