在东北亚地区,目前正在形成以各种跨国界、区域性经济为特征的经济圈或经济区的设想,其中环黄、渤海地区最令人瞩目。由于这个区域地理位置适中,农矿资源丰富,港口交通便利,基础设施完善,工业生产发达,资本和科技力最密集,市场发育良好,城市群落分布匀称,有利于开展国际分工与经济技术合作.是东北亚地区经济发展最有潜力的一个地区。可以预言,在本世纪末和下世纪初,环黄、渤海地区经济的崛起,将会对西太平洋沿岸乃至世界经济发展的格局产生深远的影响。
