从注重数量的增长转移到注重教育质量的提高 如美国把提高教育质量与国家的前途命运相提并论;英国把提高学生的平均成绩作为适应21世纪世界需要的条件;法国把提高教育质量与“学业失败作斗争”放在了教改指导思想的首位;日本在一系列教改报告中都强调了教育质量的重要性。不仅发达国家如此,发展中国家在不断扩大基础教育规模的同时,也把提高教育质量作为改革的重要目标。关于学校教育质量的标志,一般地认为包括教师的能力、设计和制订课程计划及相关方面学校的管理。
From shifting the emphasis on quantity growth to focusing on the improvement of education quality as the United States compares improving the quality of education with the country’s future and destiny; the United Kingdom regards raising the average student achievement as a condition for meeting the needs of the world in the 21st century; France has improved the quality of education and “student failure”. “Fighting” placed first in the guiding ideology of education reform; Japan emphasized the importance of education quality in a series of education reform reports. This is not only the case in developed countries. While developing countries are constantly expanding the scale of basic education, they also regard improving the quality of education as an important goal of reform. The sign of the quality of school education is generally considered to include the ability of teachers, designing and formulating lesson plans and related school management.
