2010年财政年度,美国政府在保密领域的政策和实践基本上延续了前两年的主要做法,同时也呈现出一些新的动向。本文以由非政府组织“公开政府”公开发布的2010年度报告为研究样本,通过对2010年财政年度美国保密领域各项工作指标和统计数据加以解读,勾勒了近年来美国保密工作的基本面貌以及值得关注的新动向,并在此基础上归纳出若干值得当前我国保密行政管理工作参考和借鉴的做法,以及开展有益探索的努力方向。
In the fiscal year 2010, the policy and practice of the U.S. government in the field of confidentiality basically followed the major practices of the previous two years and at the same time showed some new trends. This article takes the 2010 annual report released by the NGO “Open Government ” as a sample of the study.
