文章认为,我国90年代股份制改革的目标是,按照规范化要求初步实现企业股份化。要实现这个目标需要在宏观管理方面进行产权制度、国有资产管理体制、财政税收制度、价格体制、金融体制、计划体制、投资体制、健全股份制法规等八个方面的配套改革。作者提出,90年代的股价制改革要分三步推进:第一步扩大试点;分二步逐步推开;第三步广泛推行,健全完善。到2000年,我国股份制改革的目标将初步得以实现。
The article holds that the goal of the shareholding system reform in China in the 1990s is to initialize the shareholding of enterprises according to the requirements of standardization. In order to achieve this goal, we need to carry out supporting reforms in eight aspects: the property rights system, the state-owned assets management system, the fiscal and taxation system, the price system, the financial system, the planning system, the investment system and the improvement of the shareholding system in terms of macroeconomic management. The author proposes that the stock price reform in the 1990s should be promoted in three steps: the first step is to expand the pilot; the second step is to push it open step by step; the third step is to promote it widely and perfect. By the year 2000, the goal of our shareholding system reform will be basically achieved.
