近年来,浙江省以科学发展观为指导,认真贯彻落实国务院和民政部要求,积极采取措施,确立了以家庭养育为基础、机构服务为骨干、社区照顾为依托,城乡一体化、组织网络化、服务专业化、保障制度化的适度普惠的孤儿和困境儿童福利政策体系框架,有效地保障了孤残儿童基本生活权益,使儿童福利事业实现了跨越式发展。
