The eleventh party congress in Beijing clearly put forward: In the new course of history, the most important task before us is to push forward the scientific development of the capital and build a world city with Chinese characteristics so that the people of the capital will be happier and healthier. The proposal of a world city with Chinese characteristics not only mapped out the magnificent blueprint for the scientific development of Beijing at the new historical starting point but also pointed out the objectives and directions for the innovation and development of judicial and administrative work.
