政府采购中的质量问题至关重要,为了保障国家的利益和公民的权益,必须高度关注政府采购的质量属性,同时,政府采购的成本问题也须尤为关注。本文基于拍卖理论框架,分析了腐败对政府采购中所采购产品的质量及采购价格的影响。结果表明:(1)官员的腐败行为直接导致所采购产品或服务质量水平的下降,腐败程度越高,所采购产品(或服务)的质量越差;(2)给定腐败水平,该官员在索取回扣谈判中能力大小不影响采购产品(或服务)质量,但是更大的谈判能力则会导致采购成本的上升。
In order to protect the interests of the state and citizens, we must pay close attention to the quality attributes of government procurement. At the same time, we should pay special attention to the cost of government procurement. Based on the auction theory framework, this article analyzes the impact of corruption on the quality of purchased products and purchase price in government procurement. The results show that: (1) Corrupt behavior of officials directly leads to the decline of the quality of purchased products or services. The higher the degree of corruption is, the worse the quality of purchased products (or services) is. (2) The ability to claim rebate negotiations does not affect the quality of the purchased product (or service), but greater bargaining power leads to higher purchasing costs.
