东平湖水库是黄河下游防洪的重要工程之一,有五座大型进湖闸。为防止闸室淤积和闸门漏水,建成以后,均在闸前铺盖上修做了围堰。其中,林辛进湖闸闸前围堰长175.3m,顶部高程49.1m(大沽,下同),背河坡脚距闸墩约10m,临河坡脚以外滩面宽50m;十里堡进湖闸闸前围堰长366m,顶高程48.5m,背河坡脚距闸墩80～140m,临河坡脚以外滩
