今年2月,省委批转了省委组织部《关于在全省农村实施“双培双带”工程的意见》。“双培双带”是省委组织部在总结了临洮县“双培富民”工作经验的基础上提出的一项战略目标。在全省农村基层党组织中实施“双培双带”工程,是深入贯彻党的十六大精神,增强农村基层党组织凝聚力、战斗力的有效形式,也是农村党建工作的一种创新,有利于实现农村党建工作与经济发展的有机结合,有利于加快农村小康建设的步伐。为此,本刊选登一组文章,以利推进“双培双带”工程。
