无论是从当前反危机的现实需求出发还是从中长期转变经济发展方式出发,迫切需要全面推进体制创新和政策调整在全球经济欲振乏力的情况下,扩大内需被普遍认为是解决中国经济问题的良药,然而,对于如何扩大内需的问题,我们却一直没能找到一个明确的答案。2009年6月28日,中改院在北京召开以“扩大内需:体制与政策”为主题的改革形势分析会,与会的专家达成的一个共识是,扩大内需必须配以相应的体制创新和政策调整,方能达到最佳效果。

In the context of a thriving global economy, expanding domestic demand is generally considered as a good medicine to solve China’s economic problems However, we have not been able to find a clear answer to the question of how to expand domestic demand. On June 28, 2009, the Central Committee of the Chinese Reform and Reform Commission held an analysis meeting on the reform in the theme of “Expanding Domestic Demand: System and Policy” in Beijing. The consensus reached by experts attending the meeting was that the expansion of domestic demand must be accompanied by corresponding institutional innovations And policy adjustments, to achieve the best results.
