塔里木河流域水资源管理的法治工作取得了初步成效,但在规范水资源的利用过程中,仍然存在着法制不健全,法治亟待加强的问题。依法治理塔里木河,保护和恢复流域生态,应积极完善相关法律,健全水资源生态补偿机制,完善水权制度以及相应的流域管理制度,依法推进生态农业的发展,从而实现塔里木河流域人与自然环境、经济的和谐发展。
The rule of law in the management of water resources in the Tarim River Basin has achieved initial success. However, in the process of regulating the use of water resources, there still exist some problems such as the imperfect legal system and the urgent need to strengthen the rule of law. To govern the Tarim River according to law and protect and restore the ecology of the basin, the relevant laws should be actively improved, the ecological compensation mechanism of water resources should be perfected, the water right system and corresponding management system of the watershed should be improved, and the development of ecological agriculture should be promoted in accordance with the law so as to realize the harmony between man and nature in the Tarim River Basin Environment, economy and harmonious development.
