1993年11月23日美国总统克林顿签署总统令成立国家科学技术委员会(以下简称NSTC),并亲自担任NSTC主任,从组织机构上将科技决策机构提高到部级水平.NSTC的成员包括副总统戈尔、白宫科技政策办公室主任吉本斯及联邦政府各部部长共21人.今年2月NSTC下属的9个委员会正式成立,这些委员会已开始工作,3月17日NSIC秘书处制定了9个委员会1995财政年度计划文件.这9个委员会中的“卫生、安全和食品研究与发展委员会(CHSF)”下设立了“水产联合分委员会(Joint Subcom-mitteeon Aquaculture-SA)”9个委员会下设立的分委员会不到10个将水产业提到如此之高,足以证明白宫对水产业的重视.
November 23, 1993 US President Bill Clinton Signed a Presidential Decree Establishing the National Science and Technology Commission (NSTC) and acting personally as director of the NSTC to elevate the science and technology decision-making body to the ministerial level from the organization. The members of NSTC include Vice President Ge Secretary General of the White House Office of Science and Technology Policy, Gibbons and federal ministries 21.
