文章从三个方面阐述社会管理创新视角下的信访工作新作为。第一,正确认识社会管理与信访工作的关系。即信访工作是社会管理的重要组成部分;在社会管理中积极发挥作用是信访工作的内在要求;信访工作是具有服务型职能的社会管理。第二,信访工作在推进社会管理创新中主要发挥五个方面的突出作用:维护群众权益,调控社会秩序;反映社情民意,监督社会管理;创新工作机制,促进社会管理;化解矛盾纠纷,维护社会稳定;搞好综合分析,预警社会风险。第三,信访工作在推进社会管理创新中应把握五个着力点:强化主体意识,自觉推进社会管理创新;畅通信访渠道,着力推进社会管理创新;强化方法创新,有效推进社会管理创新;强化协调联动,合力推进社会管理创新;强化队伍建设,保障推进社会管理创新。
The article elaborates the new act of petition work under the perspective of social management innovation from three aspects. First, a correct understanding of the relationship between social management and letters and visits. That is to say, petition work is an important part of social management. To play an active role in social management is an inherent requirement of petition work. Petition work is a social management with service-oriented functions. Second, the petition work plays a prominent role in promoting innovation in social management in five main aspects: safeguarding the rights and interests of the people, regulating social order; reflecting social conditions and public opinions, supervising social management; innovating working mechanisms and promoting social management; and resolving contradictions and disputes and safeguarding the society Stability; do a comprehensive analysis, early warning of social risks. Third, the petition should grasp five key points in promoting social management innovation: to strengthen the awareness of the main body and consciously promote innovation in social management; to smooth the channels of letters and visits, and to promote innovation in social management; to enhance methodological innovations and effectively promote innovation in social management; to strengthen coordination Linkage, work together to promote social management innovation; strengthen team building, ensure the promotion of social management innovation.
