在国家新增200亿元加快水利基础设施建设的背景下,文成县小型水利工程建设将进入新一轮高速增长期,探索水利工程建设监理运行机制成为文成县水利工程管理亟待解决的问题。本文认为完善水利工程监理运行机制要树立监理单位独立第三方地位、健全监理机构组建模式、各部门合力共管、创建水利监理绩效评价体系,从而发挥水利工程建设监理的作用,使水利工程建设质量提高、工期缩短、造价合理,产生良好的经济效益和社会效益。

This paper holds that perfecting the operating mechanism of water conservancy project supervision should establish an independent third party status, improve the mode of establishment of the supervision agency and jointly work together by various departments to establish the performance evaluation system of water conservancy supervision, so as to enhance the quality of water conservancy project construction , Shorten the construction period, the cost is reasonable, have a good economic and social benefits.
