今年伊始,兰州市国税局直属征收分局根据全省国税工作会议精神,有针对性地加强对纳税户的户籍管理和税源监控,明确落实管理科室、专管人员、纳税企业的管理责任和税收任务,并将税收任务作为分值最高、份量最重的一项指标对管理科室和专管人员进行岗位职责目标管理考核。1-5月份该局克服辖区国有大中型企业亏损面扩大、亏损额增加、产成品资金积压严重、流动资金周转不畅等因素给组织收入工作带来的消极影响,累计完成“两税”13913万元,与去年同期入库数相比,增长11.38%,增收1422万元。该局在落实“三管”责任制、全力保收入方面采取的主要措施是:(一)合理分解税收计划,落实收入任务。年初,该局在去年税收入库数的基础上,经过摸底调查,综合平衡,将上级下达的税收计划及时落实到管理科室、专管人员和重点税源大户。(二)加强税源管理和税收分析。
