1990年11月2日一6日全国观刚情报网第三届全国大会暨学术讨论会议在天津市举行。开幕式上中国水力发电工程学会叶丽秋高工宣读了大会领导小组名单.网长单位南京自动化研究所储海宁高工及天津设计院古振和副书记分别讲了话。学会顾问、国际大坝委员会副主席沈崇刚着重谈了大坝安全的意义和范围,并认为目前反映观测节约投资或其他经济效益的文章较少;
November 2, 1990 6th National Guanghua Network Third National Conference and Symposium held in Tianjin. At the opening ceremony, Senior Engineer Ye Liqiu of China Hydropower Engineering Society read out the list of leading groups in the conference, including senior engineer Niu Hai Ning from Nanjing Automation Research Institute and Gu Zhen and deputy secretary of Tianjin Design Institute respectively. Shen Chonggang, consultant adviser and vice chairman of the International Commission on Dams, paid special attention to the significance and scope of dam safety and considered that there are few articles that currently reflect the observation of saving investment or other economic benefits.
