Full employment community refers to the higher proportion of the total employment of laborers who have the ability of work and employment in the community. The Ministry of Labor and Social Security proposed that the full employment community should embody the meaning of three levels: First, the registered unemployed persons and those holding Employment Assistance Cards have basically attained employment and the personnel with difficult employment have received effective assistance; and the phenomenon of “zero-employment families” has basically been eliminated ; Second, various re-employment supportive policies have been fully implemented; the employment channels are smooth; the environment for starting their own businesses is relaxed; and the labor resources in the community are fully exploited and benefited
