《标准施工招标文件》是由国家发展改革委牵头,会同财政部、建设部、交通部、铁道部、信息产业部、水利部、民航总局、广电总局于2007年11月联合颁布,2008年5月1日起开始试行。将《标准施工招标文件》作为招标师继续教育必修课程一门必修课,主要是考虑到:招标师通过掌握《标准施工招标文件》,一是有助于进一步统一招标文件编制依据,为促进统一开放、竞争有序招投标大市场的形成奠定基础。二是有助于解决招标文件编制中存在的突出问题,提高招标文件编制质量,进一步规范招标投标活动。三是有助于将政府投资项目管理的一系列制度,如
