党的十六大报告提出加强党的执政能力建设,提高党的领导水平和执政水平,以更好地维护广大人民的利益。科学判断形势的能力是加强党的执政能力的关键。党只有对内外形势做出科学的判断,才能制定出正确的路线方针政策。实事求是是对形势做出科学判断的基础。在新时期,加强党的实事求是思想教育是必要的。
The report of the 16th National Congress of the Communist Party of China proposed strengthening the building of the party’s ability to govern and raising the party’s leadership and governance so as to better safeguard the interests of the broad masses of people. The ability to judge the situation scientifically is the key to strengthening the party’s ability to govern. Only by making scientific judgments on the internal and external situations can the party formulate the correct guidelines and policies.
