一、认清形势,提高认识,确立新时期刑侦工作的新思路、新举措90年代初,伴随着我国改革开放的不断深入和经济建设由商品经济逐步向市场经济转轨,辽宁的刑事犯罪情况和全省刑侦工作现状反差很大。即刑事犯罪重化,刑侦体系老化,刑侦工作弱化。刑事犯罪重化,就是从1990年开始,辽宁的刑事大案发案均以每年20%左右的速度递增,大案占全部案件的比重越来越大,犯罪质量越来越高。刑侦体制老化,就是建国以来,公安机关特别是刑侦体制仍然是延用过去那种老的体制。刑侦工作弱化,就是多年来整个刑侦工作处于一种说起来重要,想起来需要,干起来次要的局面。严峻的现实告诉我们,强化刑侦工作既是迫在眉睫的当务之急,又是事关长远的战略任务。不强化就会有辱使命,不强化就要犯历史性的错误。为此,1992年7月,辽宁省公安厅党委
