“十二五”时期乐山财政的运行主要呈现出窄覆盖、低水平、亚健康等特点,突出问题主要表现在财源基础薄弱,供需矛盾突出,财政保障乏力,风险度日趋加剧,财政综合调控能力薄弱,财政预算约束乏力等。为此,在宏观上乐山要认清形势、主动作为,明确理财目标和方向,转变财政理财方式;在微观上要切实抓好各项举措的落地落实,实现财政的有序高效运行。
During the “12th Five-Year Plan” period, Leshan’s financial operation mainly showed characteristics of narrow coverage, low level and sub-health. The outstanding problems were mainly manifested in the weak foundation of financial resources, the prominent contradiction between supply and demand, the weak financial guarantee, the increasingly serious risk, Weak regulation and control, weak financial constraints and so on.
