湖北省建始县地处鄂西南山区,隶属于湖北恩施土家族苗族自治州。全县10个乡镇,总户数为138273户,总人口510154人,其中非农业户口17373户,非农业人口49210人。全县总面积2659平方公里,最高海拔2091.1米,最低海拔213米,耕地面积33.76千公顷,坡地多,平坝少,旱地多,水田少。由于海拔高度差异大,山地垂直,水土流失严重,自然灾害连年发生,是一个典型的少数民族山区贫困县。
