刘福垣，1944 年9 月出生，1970 年7 月毕业于中国人民大学经济系。1981 年10 年在中国社会科学院研究生院读硕士学位。1981 ～1990 年间，在中国社会科学院农村经济研究所工作，后任副所长，并获博士学位。有突出贡献博士学者获得者，享受政府津贴。1992 年被评为研究员。1997 年11月至今，在国家计委经济研究所工作。主要著作有：《工农业收入差异》、《农村改革新方略》《明租正税除费》等。
Liu Fuyuan, born in September 1944, graduated from Department of Economics, Renmin University of China in July 1970. In 1981 10 years in the Chinese Academy of Social Sciences graduate school master’s degree. From 1981 to 1990, he worked in the Institute of Rural Economics of the Chinese Academy of Social Sciences as deputy director and received a doctoral degree. Outstanding contribution to doctoral recipients, enjoy government subsidies. In 1992 was named a researcher. From November 1997 till now, he worked in the Economic Research Institute of State Planning Commission. Major works include: “industrial and agricultural income differences”, “a new strategy for rural reform,” “Ming rent tax levied” and so on.
