商品经济的发展,客观上要求有相应的市场发育。改革开放以来,湘桂黔边境少数民族地区的市场机制已建立起来并逐步完善。据不完全统计,1984年以来,边境民族地区12县市(包括贵州铜仁、玉屏、天柱、三穗、锦屏、黎平,湖南麻阳、芷江、新晃、会同、靖州、通道,广西三江、龙胜等)共投入资金5000多万元,新建和扩建市场300多个,建设面积超过了100万平方米。1991年集市贸易成交额突破了10亿元,占边境地区社会商品零售总额的45%,比1984年增长6倍多。其中年成交额在300万元以上的市场有21个。但是,由于这些地区交通不便,地方保护主义恶化等,致使市场机制没有摆脱传统墟场模式的束缚,制约着民族地区经济的发展。如何加快山区市场发育呢?我认为应坚持“四个突出”:
